I think I might know what this

Looking for confirmation on this guy. I think I know what it may be but I'd like more opinion.First pic is the box it was in. The box is a little different than usual in the sense it was bored out from a solid block of wood,which is logical given it's shape. As the tapered shaft is pushed in the rollers are pushed out. The OD of the rollers in the out position are not as big as what the lettering on the box indicates.

My thoughts were that it may be for enlarging Light wall pipe, like for an exhaust system ?

Flue roller for expanding the ends of boiler tubes on steam engines / heating plants. Re-tubing a boiler was maybe done several times over the life of some.
