Help identify mystery spanners!

Set off three mystery spanners bought with a load of rusty stuff (one turned out to be a Billings & Spenser curved adjustable about 100 years old.).

Can anyone identify them? No markings apart from the size. The 20/22mm is pictured. Distinctive reinforcing around the jaws.

Been doing a lot of looking but can't find anything the same. It's a very heavy duty spanner and that coupled with the age and lack of markings leads me to think it may be military. I've seen some eastern block spanners that are somewhere near but not close enough.
