My wife sends me some pics of this "tool" says it's jamax. So I did get her to  put a tape by it for reference. She was at a antique bottle club meeting.
I haven't seen it in person, no idea what it does other than cut something or shave it.It says "Jaymax" on aluminum handle part.

No idea, but the interweb tells me Jaymax Supply was a wholesale plumbing supply house.
