I've seen many of these tool holders, usually have "Germany" stamped on them.  Sort of a universal GP tool for the kitchen or desk drawer.  Usually most of the bits are gone, you have a nice set.

Called a tool handle.
Your standard household tool kit from the turn of the century.
Many made them, about everyone in the tool business in fact.
  They are all usually called by one name, because they made the most of anyone.
....... Except I can't think of that name today and its driving me mad!! .......

   The bits are usually harder to find than the handles.
  Anyone who collects tools will end up with several of them, like it or not.

 J S Fray from Bridgeport Ct was a maker and a patent holder I think. Two I have just give Fray name and no patent info.

Sometimes called a "Gentleman's Tool Kit", I have an unmarked one with most of the bits in it. It doesn't have the Turnscrew collet tightener yours has.
