Fishing Pliers?

I have no idea what this tool is used for. It is ~8 inches long and the jaws open 3/4 of an inch.

Any ideas?

Thanks- not the answer I expected given they were found in a tool box and the shaft is only 1/4 inch in diameter, but there you are.
