Pushing something soft, not leather not...  Is it for pushing some kind of wadding or cloth?  For stuffing some material?

Too short except for a muff-pistol or other hide-away.  Except for Patterson Colt's, most revolvers (intelligently) had an incorporated loading lever.

Bruce figured it out, it is a Ball Starter for black powered weapons...

I was gonna say that, but the only thing I could see it being used on would be a removable cylinder conversion, where you would load off the gun.

Or maybe a derringer.

I should have mentioned  that it is used to start the ball on muzzle loaders...

Not just any muzzle loader -- one of these.  Here's another example in a box with the rest of the equipment, and a close up of the muzzle with the guide to protect the mouth from being deformed.
