Does not seem sturdy enough for a fence stretcher, but good guess.

OK - Handle is cast - What is the rest made of?

I'm looking at it thinking a early gun rack - would have been two pieces - the "handle" held the gun, the "tool end" maybe went over something and locked into place?

Handle is cast and the hook and bottom plate are steel (putty knife thick).

Like John said I say part of a rifle=trigger guard
Always looking for what interests me, anything early Dodge Brothers/Graham Brothers trucks ( pre 1932 or so ) and slant six / Super six parts.
