Any suggestions?  Acetylene tank, Bicycle or other wrench??

The largest open-end is too small to be a tank wrench so i would say a bicyclical wrench...

I've been passing two of those over in the local markets here for a long while now.  Both are decent finish yet and little wear.  Whatever it was for they sold it in Mexico too.
