Assembly tool?

This is an all cast iron tool, looks like from the handle and base, it was mounted vertically.   Was repainted before I could look at wear marks etc.  No names or numbers cast in.  What was it used for, because I don't have a clue.

Just guessing - something appears to be missing - maybe a vulcanizing tool for inner tubes?

Some sort of spring compressor, which allows a retaining pin to be inserted, and then pass through the odd shaped  hole in the swinging arm??

Thank you,  on the base, the oval shape is concave, will keep a hen egg from rolling off.  The slot on the swinging piece lets something, a pin?  key?  For (loading) spring pressure on something?  One thing that comes to mind are hand grenades, but I was pretty familiar with them at one time, and there is no spring pressure in them.   Just pressure of a different kind.
