Almost looks like a question mark, how appropriate, I have no clue whose mark this is...

The logo looks like that is a Hi-Li wrench. They are used in Florida for gambling.

On Wolfgang Jordan's website on German Woodworking tools (http://www.holzwerken.de/museum/jordan/index.phtml) there is a page which lists all the known (to him) German tool makers and their marks...

see: http://www.holzwerken.de/museum/hersteller/deutsch.phtml and http://www.holzwerken.de/museum/hersteller/marken.phtml

Oily Rascal - you may need your wife to help with this..... it's all in German....

There was a fascination with secret alphabets in the earlier 20th Century, and Germany had been fascinated even longer.  This mark looks like a some of the "cabalistic" alphabets popular back then.  A somewhat similar alphabet was included in a Scouting book in 1915 -- little squares with dots in them and in different configurations.

There, there.  It's OK.  You have a Rune Wrench, and I have a Wizard Wrench.  But there's hope!  A similar alphabet was used by tramps back in the day.
