This big 18.5 inch 4-opening (2 3/8", 1 15/16", 1 9/16", and 15/16") shop-made wrench met an undetermined need.  Cut from 3/8" thick steel plate, the wrench weighs 6.2 lbs. and has knurled edges.

The Richmond, Fredericksburg, and Potomac Railroad (R F & P) was a railroad connecting Richmond, Virginia, to Washington, D.C. It is now a portion of the CSX Transportation system.
The RF&P was a bridge line, with a slogan of "Linking North & South," on a system that stretched about 113 miles after it overcame getting across the Potomac River. This little line existed from 1836 - 1991.

That is a neat wrench and I am sure not many survived because of the what the heck do you do with it factor

Cool wrench that was a busy peice of RR all the NY FL passenger trains plied that railroad. IIRM it was jointly owned ay ACL, SAL , SRR, C&O, B&O, and the Pennsy.
