Found this yesterday at a flea market.  I don't know its application, and would welcome input about that and the company that made it.

No, that is the standard configuration for this wrench (and why I bought it).

Steel City made electrical fittings, particularly conduit.....
So, likely targeted at the electrical trade for conduit assembly (The threaded pipe screw in type)
Just a weathered light rust/WD40 mix patina.
