should I know what this is ?

 Got this with some tools so I'm assuming it may be tool related. 4 inch in diameter and 2 inchs tall. Has a gasket on bottom edge that extends about 1/4 inchs from edge and is formed over the edge. I don't even have a guess. Only Marking"Burgone pat pend".

I might be a mile off, but don't cream seperators have a series of cones like that?

I have a set of SS cones from a separator, but no slots in them.  Definitely from the food industry, being stainless steel.   Burgone googles up a lot of wine, so it may be part of a processor for grapes?

Is it sharp?
Just a weathered light rust/WD40 mix patina.

 Believe you hit it Rusty. Not too sharp,but sharp enough to remove burr from plastic pipe. Tried it on piece of 2 inch and it did the job. Probably works better on little larger pipe. Would have helped if they had called it Burrgone,or burr-gone. Wonder if they got the patent.

I think Rigid makes one too. it deburrs both the inside and outside of the pipe cut.

Rothenberger, which I belive is a German firm, make a similar one with a plastic body and steel blades for de-burring inside and outside of copper water pipes - 8mm to 28mm diameter
