Is that an electricians tool?

I am not sure what trade they were aiming to get to buy these.  The crimpers kind of look like telegraph cable crimpers and kind of do not.  The alligator wrench does not seem to fit in either.

Another version of the multi purpose tool.Looks like it was supposed to be a crimping tool.
