the Suction Cup end goes back and forth when you spin the Handle, It has a Small Wooden Handle on the End!

Reminds me of a Hand Crank Drill, its the Same Size as one!

It's for lapping or grinding valves. The are still sold at some of the suppliers for
small engine parts.

Your end with the suction cup looks like a home made affair, adapted to the metal shaft.
Normally the cup is attached to the metal shaft. They sometimes come with different length shafts , and sometimes have a blade end to fit  the slots in the tops of some old valves.

Usually clearly marked on the face opposite the crank.

A hand driven massage machine looks very similar - but the business end is about 2" diameter - some old valves also had two holes, rather than a slot, so a forked end attachment was also available. Never used a massage version, but I would guess it has some axial 'hammer' action, whereas the valve grinder reciprocates a half turn to and fro (on the better ones not 50%/50%, but 60%/40% so the valve gradually rotates as it is being ground in)...
