Need help with this old hand tool....

ENGLAND is the only marking I can see on it. Looks like some sort of a sewing/knitting tool maybe.  Just clueless and have been browsing for days to see something like it with no luck.  Thanks in advance.

That is the fanciest one that I have seen. Before I read the thread, I guessed that was what it was, but then my head said no, it's too fancy. Nice one!
