I agree with the seller, doesn't look like it was ever a functioning wrench.

And it does seem to have a Rusty Patina ;P

Very strange bottle opener...

Just a weathered light rust/WD40 mix patina.

Saw one for sale just last week somewhere. I think it was in a Cracker Barrel Restaurant here in south TX. Not old by any means.
