Got these cutters and the stamping is unclear and some of it wasn't even stamped on the metal. Someone missed their mark, anyhow, I believe I can make out Nettleton.
That town rings a bell but I can't remember much about it.

Not a town, the company name

Nettleton Manufacturing Co, Middletown,CT

The Metal Worker, Plumber, and Steam Fitter, Volume 64 - 1905 (google)

Also...likely Patent 821,183, to J. N. Nettleton, for Nippers, May 22, 1906
(Not in datamp at all)

Edit: Noting the dates,...nothing like jumping the gun on your patent...lol
Just a weathered light rust/WD40 mix patina.

Nail nippers, and extra cool ones at that!
Check the jaws, they are removable for to grind sharp again.
And reversible for when they are too worn to grind anymore.
  Nice!

- and they have a depth adjustment to keep them at the right place each time they're sharpened.

Thanks Rusty, took both cutter heads off with ease, someone had already loosened them.
