Looks like the sort of pliers used to fix lead seals onto wires - e.g. on elctric meters, mailbags, milk churns to show if they have been opened or tampered with

it looks like a tool to punch holes in leather to make it easier to sew ?

I will go with Billman's answer -- a safety seal press.

Thanks for the replies. I believe it is a safety seal press, although it doesn't make the neat imprints Billman49 showed.

The tips are probably removable (see the pins in photo) and tips can be made with company logo or letters and the individual employee's initials.  In remanufacturing it identifies the rebuilder and the individual in the company who worked on it.  Helps in warranty situations.
