Tell me about this German 1/2 inch chisel

I am wondering if anyone has info on this chisel.
Only marking I see is GERMANY in small letters. The chisel seems unique in that the blade extends into the handle. It seems to have a full, flat tang and two rings around the handle to hold the wood in place.

I have a small "Perfect Handle" type screwdriver in my pocket marked like that. I think there were lots of German tools here in the US at one time, but I have not seen anything with a handle like that.

I have had a few of those.  They tend to be in poor condition (like a lot of Perfect Handle type tools) because they tend to be pounded on more with the solid construction.
