Looks like a air chisel bit for removing mufflers by splitting the pipe.

Thanks for the replies.

Chilly - It's 10" long. The only number it has on it is W2-WA-10489. It appears to be ex army surplus stock.

Kind of unusual -- the round end -- looks a lot like a clutch plate centering installation tool.
