my mystery tool

I have this little hand tool - but no idea of it's origin or use. - It has a slotted needle (not sharp) in the middle of the brass end with cutter blades below the needle. - The opposite end has a recessed hole possibly for storage in an upright position. - Quite a nicely made item -- Got any ideas? -- Also how do I include a pic of it ?
