Any information on Tru Test Manufacturing such as start up date , years of service, location, etc. I would also like to date this Tru Test 3/8 ratchet T1261.

Your ratchet was made by Penens a company that became part of the Plomb / Proto empire. The Penens company made that same ratchet with many names including Penens, Fleet, Challenger, Proto, Tru Test and more. I have that same ratchet as yours. I am trying to put together a collection of all the ratchets that Plomb / Proto made and that is a lot. If you look in the buy / sell section you will see a Penens 1/2 drive ratchet that Ken W. recently sold. Same design.
