A clamp of some sort?

Found this in my internet travels.  The owner doesn't know what it is either.  I don't know much about old tools, so my only guess is it's a clamping device, but for what purpose?

about the right gap for a old car tire, so some type of spreader or hot patch clamp?

Old tire spreader so you can put a patch on the inside of the tire.

my thoughts are the same, a tool to break the tire bead while the wheel is still on the auto.

that is how they did it on trips,  with those two long handles, it would work well,
it also looks like the spare breaker on the top would be used for other type rims.

I like the looks of it,  any other writing on it ?

as for holding a tire open to patch, is there a way to lock it in position ???

The left handle could be intended as a tire lever - notice the flat area.   The devices on the end appear to be removable.  If you were spreading a tire to apply a patch you could take those out of the way.  The devices must have something to do with remounting the tire.
