jar wrench?

All I can think for this is hoop-type jar wrench, missing its
wire loop.  ??

Looks like a "CALDWELL" type hose clamp pliers  ( http://www.datamp.org/patents/advance.php?pn=191026&id=28507&set=10 ); there were other variants & spinoffs as well, but this one looks fairly close to the original design.
I had some of the patents & catalog illustrations, etc. in the  MVWC Newsletter in 2005 & 2007.
