Rigging? Logging Tool?

Hello, All. Here is another flea market find. This was found with some rigging/logging hooks & chains, that is my only clue. Seems to be cast iron?, built like a small I-beam. Overall length is 18" and is approx. 2-1/4" tall. The piece on the left end appears to be some form of catch for the hook. In raised figures on the casting 499C. Thanks, Lou

Looks more like something from a wagon or sled harness would connect to.
