Tools you can wear

I try to stay out of places where you'd need to wear this sort of thing,
so my experience is limited. The fall-arrest harnesses I've seen before
had shoulder straps and thigh straps. This one seems to have the former
but not the latter (or am I looking at it upside down?) So how would you
wear it?  MSA Model 502504, meets ANSI spec A10.14.
