Pipe expander of some sort ??

There were three at the junk shop I stopped into today, all of them looked like this one, basically have had the hell pounded out of them.
This was the best one and for $1, I thought it would be worth picking up just to find out what it is.

(Also scored a bunch more unbranded old wrenches for the melt down pile - buddy makes knives)
