Here's an odd one. It has a set of serrated "pipe" gripping jaws, which in turn actuate a second set of "flat" jaws. Flat jaws are spring loaded. Screwdriver at the end of one handle, nail pry notch on the other.

It's well made, but like most combo tools, doesn't do anything as well as a dedicated tool would do. Which probably explains why this is the only one of these I've ever seen.

It's beautiful enough to have been made by a gunsmith.
But a 2 foot crowbar and a hammer will do it better.  Snag the barb, lever it around the post, lean into it with your hip, and put the staple in, being sure not to put both points in line with the grain of the post.  Or the staple might come loose sooner.
