My guess is a rake tooth but there is no sign of a set screw or holding device mark.

To me, it looks like a spike harrow tooth. But I have to admit, I've never seen one with a 90 degree bend before.

Me too but all the spike tooth harrows I've ever messed with the teeth were threaded on one end with a flange and pushed thru a cross bar and bolted.

True enough for the metal framed harrows, but think about the older wooden framed ones. The teeth were usually driven through holes in the beam. Still wouldn't explain the 90 degree bend though.
