They look like Cobbler's Pliers, but they're missing the hammer head...

Possibly that hole was for a replaceable hammer head?

Patent no. 372,246 ( http://www.datamp.org/patents/displayPatent.php?number=372246&typeCode=0 )  replaceable hammer poll for lasting pincers - poll is threaded, with a taper next the head to reinforce the connection so the head does not break off due to stress cracking.

I've been using it to bend flanges on sheet metal for 25-30 years.
