Mystery cutters

Bought a few old tools at an auction and no one can tell me what they are. This first one is a handheld snip or cutter of some kind with a small round wheel for a blade.
Fairly sturdy and could easily cut off a finger I would think, just for reference.
My thought was for cutting something round like a pipe cutter does but can't imagine what.
Anyway, thanks for anyone that can help. No real need for them, they were just cheap and I collect old tools to hand in my shop.

what about the fancy handle ends,could the tool be for stoves

Thats probably the only thing I'll use it for. Lol
A friend of mine sent me a pic of old pruning shears and the guy that collected them had one of these in his collection. Still doesn't feel right though for some reason.
