What kind of bit is this? What is it for? Is there still life left in it?

I'm trying to identify this tool.  It looks like a drill bit of some kind but I do not know its purpose.  Can you identify it?  Is it still any good?

Hello, I am going to take a guess. Is there a small rounded tip? If so, try scratching it on a piece of scrap glass. If it leaves a scratch it may be a diamond tipped cutter, or, a dresser. Welcome to Tool Talk, lptools

Thanks.  No, there isn't any special tip.  It looks like it's all just steel.  I tried scratching glass anyway but it did not leave a mark.

Might be a burnisher. A burnisher may look a lot like a sharpening steel but it performs a different function. Burnishers are used for drawing a cutting burr on scraper blades.
