Can anyone identify this tool?

My uncle purchased this at a garage sale and it's driving him nutty.  Any help is greatly appreciated.  Thank you!

Kind of resembles a bull lead. The tongs would grab the ring in a bull's nose or grab his nose when you pull on the rope. Welcome to Tool Talk, tell us about yourself on the introduction page and join the fun.

I can see that as a bull lead, but they usually have a ball end on the pincers so they won't pierce the nostrils.

I've used a similar tool to pull pallets out of trucks when there is no dock available.
A person who could really read human minds would be privileged to gaze on some correct imitations of chaos.

Good thought! I have also used a similar arrangement, though mine was made with chain.

I'm hoping this link will work, here is a video of my uncle describing it.  Especially interested in the small box located on one of the handles, what its purpose was if a bull lead?  Thanks so much for the input!
