Drill press vice with extra rod?

I have $3.00 invested in this,  Nice little vice, I am guessing the extra rod it somehow for fastening it to the machine?  The rod is 3/8" thick and about 8 1/2" long.  I don't think this is real new, and I doubt it's a cheap one like found at Harbor Freight.  It's a quality piece.  There is really nothing on the vice that would allow it to be mounted to a table.

Sometimes such an apparatus could catch the column of the drill press and prevent the vise from spinning.

I have a vise like that, with the rods for the movable jaw to run on, as well as two others of more conventional design, none of which have any obvious means of mounting to the table.  But nothing with that narwhal horn/bowsprit.  I'm sure it made perfect sense to the mechanic who used it.
