Looks like some sort of stretcher if that clamp thing tightens up when you pull on the strap or bar.
I've got nothing on the name.

Several listings for Shannon located in Philadelphia, 2 of the listings are for hardware dealers and one is a Cutlery maker. Other listings for Shannon without a town/city listing. These are listed in EAIA Directory of American Toolmakers. Philada was a common abbreviation of Philadelphia.

I like the idea of it being a leather stretcher. I would assume the spike goes into the ground and the clamp does tighten when you pill on the strap. J.B. Shannon was a hardware dealer in Philly in the 1800's. And yes, Philada was common shortcut for Disston tools back then.
