Can't find any patent info on this one

Combination ice tongs, ice hatchet, and pick. Obtuse as all heck to operate. I'm sure a lot of fingers were pinched, and curse words were uttered while trying to use this crazy thing. Only markings on it are CAST STEEL on the face of the hatchet, and L.T. SEAVER BOSTON PAT APD FOR along the handle. I've searched a bit, but haven't been able to locate the patent. (Maybe one was never issued?)  Only thing I found was an 1879 directory of Boston that listed a "Seaver, Luther T. manufacturer of ice tools."

Definitely looks like a northern states tool.  Not much need for those down south except in ice houses.
You might say I have a tool collecting problem....
