These kind of remind me of battery carriers, but not exactly.

I believe the padded part goes against the wheel rim , the straight piece faces down
on the snow. Emergency chains is my guess

Very likely chains,  in the wood spoke or wire spoke days,  be easy to slip 4-5 of these on,  sure beat crawling under the car.

Thanks for all the help.  This one had me stumped.  There are quick links on the sides similar to other tire chains.  I had already decided you guys were right, but the last post seals it.

I like to at least get it in the right ballpark when I list something on Ebay.
