I'VE GOT A WHATZIT ??

 I've had this tool for quite a while now and can't seem to find out what it does. Some folks have said it's a vet tool for castration. What do you folks think ?? The only thing on it is the # 43 in 3 spots.

I had a pair of those once, and amazingly, I was able to go the right old tool catalog on the first try.  They are Fales' patent watch case spring pliers.
