Unmarked wrench with odd cutout.

Anyone know what this is used for? It's small, only 4 inches long. For small square nuts I'm guessing, but what's with the extra deep cutout?

Looks like its for bendix brakes back in the 30's. Are the openings 3/16" on the single end and 1/4" and 5/16' on the double end?
A person who could really read human minds would be privileged to gaze on some correct imitations of chaos.
