12 bolts screwed into a metal plate

Saw this morning at the flea market.  Seller had no clue and neither did I.  Stamped with a patent number and thanks to mr. smartphone I looked it up before I bought it.  Still really not sure what it was used for.  For $2 I had to have it.  Took better pictures at home if someone doesn't figure it out with this 1 flea market pic.

Those are transfer screws, the plate is the holder. Used for marking a hole from a threaded hole. Nielsen, perhaps, on the plate? Regards, Lou

I was thinking the same thing but the raised lip made me wonder if I was wrong.  The ones I have seen are usually just set screws with a point.

That didn't take long. I thought you used these things when they were screwed into the plate - so it couldn't figure it out.  Didn't know the plate was just to keep them from getting lost.  But I'm not a machinist.
