Unusual Clamp

Hello, I found this over the weekend. Vendor said it was used for shoe repair? He just happened to have a pedestal for the foot shaped lasts, and this slid right on, into the opening in the cast piece. Any info on this piece would be appreciated. Thanks, Lou

They were also called harness maker's clamps.  I had one that came in a harness maker's toolkit.
