What is this pliars type tool for?

I have this tool and do not have any idea what it is.  :sad:  Any suggestions?  Thanks for looking.

Does that flap close flush with the stationary jaw when you squeeze the handles or do they overlap.
A person who could really read human minds would be privileged to gaze on some correct imitations of chaos.

I'm pretty sure that is a welding clamp. I have a bunch of those.

If it is a welding clamp, it does not have a lock to hold the jaws together.  You must continue to use pressure on the handles to keep the jaws closed. When closed the jaws are about 1/8 of an inch apart.

I think it's called an external seamer clamp , but can't find one that has to be held closed.
Must be used to move along a long piece and fold it together.
Lot's of illustrations on google , I just don't have the time.
Hope you guys can help , I bragged up this forum to get him to post it here. LOL
