Not a wrench but came out of a snap-on toolbox

This item was made by Ullman Product Corp in New York.  I looked at their site and they make items for the auto trade.  This item is a DH 7 and is no longer listed.  First picture is complete item and the second is with the hook item removed from the end of the handle.

As far as I know Ullman Product mostly made hooks, pics, telescoping mirrors and measuring devices. I'm guessing some sort of measuring device.
A person who could really read human minds would be privileged to gaze on some correct imitations of chaos.
