Brass Mystery Ruler

Anyone know the purpose of this brass mystery ruler? As seen in the photos, the increments are quarter inch, and the angle is 75 degrees.

I would say that's a pretty good guess.

Officially known as "gnomon," which I presume has no relation to garden gnomes, although wouldn't it be fun to make a sundial in which the gnomon was a garden gnome?
