Mystery Vise?

1/2" dia. bore x 1 5/8" jaw width-by 23" OAL--Very well made-maybe something to do with ord. re-loading??   Help if possible!   Never seen anything close to this b4!!

Looks like it was a one-off made in a machine shop. Doesn't seem like it could exert much clamping force in the jaws, not by cranking on those little knobs anyhow. Maybe it was a "bender" of some sort, for bending 1/2-inch round rod?
