Gpa is stumped #2

Here is the other device he is not sure what it was used for
All of his tools/items are mid-late 1800's
this one he is not sure when it was used

Not big enough
I should show measurements to it
It’s about 3-4 inches tall 3 inches wide

Even if it were the right size, the relationship between (presumed) handle and hook is too small.

I wonder if it was meant to install on a rod, like a closet rod, with the hook being to hang something from?

The large oval part looks like it is tapered inside like it would slip over a piece of wood of some sort. The only thing that comes to mind is maybe a doubletree or singletree

there was one on google that they said was to hang in a barn to hold horse tack ???

 Another odd thing is the hook is not perpendicular to the hole. all other hooks would be perpendicular
Like hay or meat hook

  goto google and put in "vintage horse tack hooks"     I just found it again.

  I can see where they could just hang it on a peg or nail to hang the tacks, and move it where ever they put the horse.

  just an idea.
