Spanner? Snap-Ring?

Hello, I have had this soaking for a while, still no sign of a label. Looking at the photos, the left end has what I will call pins, inline with the arms, the other end has pins perpendicular to the arms. Any info would be greatly appreciated. Thanks, Lou
