Speed indicator on a DUFF mill? Trying to fix it!

Hello everyone! I see there is now a machining section! I just recently picked up a DUFF mill and I'm trying to get it all working before I spend the time and effort of getting this beast into my shop. I replaced the top bearing and realized that things there weren't hooked up right for the variable speed. Once I got the pulley sliding freely and able to be adjusted with the crank, I realized that the little speed indicated  wasn't connected to anything. How do these work? It only rotates a little in either direction  (enough for the numbers to go through one way or another when the faceplate is on). The matching pulley next to the adjuster shaft spins all the way, but also isn't connected to anything else. What am I missing here?
