Top is 2 duble-hex wrenches Canada
Gray Canada
Shelly British made. Marked in W & BSF sizes Couldn't find anything on it other than probably         
          Automotive or motocycle
Victor 225 No country on it. Style looks USA feels Asian
Qualicraft Helix Japan- Couldn't resist, US patent 3555939 issued Jan 19 1971. Design looks poor
6 inch Central pocket rule USA with 64ths/mm and metric equivilents on the back
4 1/4 truecraft adjustable Japan- my first 4 inch adjustable

Your Victor 225 DOE looks German, perhaps sometime in the 1960's thru 1980's.  Is it SAE or Metric?  Is it labeled "DIN 225"?

Here are some better pictures of the Victor. Not sure if the 225 is a DIN # or a part number. The finish appears to be a flat chrome that is super thin.
